Make equation: y = mx + b
x = 2y + 14
2y = x - 14
y = 1/2x - 7
Perpendicular: opposite sign and reciprocal slope
y = -2x + b
-3 = -2(-1) + b, b = -5
Equation: y = -2x - 5
