The number -101 is rational because it has a definite ending place vaule, unlike a number such as pi or phi, which both continue indefinitely.

A rational number is any number that can be expressed as the fraction of two integers.
All repeating decimals can be expressed as the fraction of two integers. 

Therefore -101 is rational
