Well,

We can distinguish between separate terms when they are joined by an addition or subtraction sign.

There are two terms in this expression: 2xy, and -3x.

When we combine like terms, we are adding/subtracting terms with "the same variable."  In this expression, we can't combine them because xy is not the same as x.
