Rate of change is slope. Slope is rise over run, or change of y over change in x. Our two point to use are (1/2,2) and (-3,-1). 
Therefore:
[tex] \frac{y1-y2}{x1-x2} = \frac{2-(-1)}{ \frac{1}{2}-(-3) } = \frac{3}{ \frac{7}{2} } = \frac{6}{7} [/tex]
